Where God’s love is, there is no fear, because God’s perfect love drives out fear. It is punishment that makes a person fear, so love is not made perfect in the person who fears.

Those who dread God’s punishment are afraid of Him because of their sin. Believers fear God in worshipful ways, giving Him honor and praise for His authority and love for us. This love eliminates any cause for being afraid.
